The action comes just days after Presidents Donald Trump and Volodymyr Zelenskyy ended their Oval Office meeting in a shouting match.

"The final version of the agreement is ready," he said. "Ministers can sign it… Despite what happened earlier, we remain constructive. If we have agreed that it will be signed on our side, we are ready to proceed.
